This Standard was prepared by the Standards Australia Committee ME-057, 
Road Tank Vehicles for Dangerous Goods, to supersede AS 2809.1—2008, 
Road tank vehicles for dangerous goods, Part 1: General requirements. AND
The objective of this Standard is to provide designers, planners, operators 
and regulators with technical requirements for road tank vehicles 
transporting dangerous goods.
AND This Standard specifies general requirements for all road tank vehicles. AND
Additional specific requirements applicable to particular road tank vehicles 
are detailed in the appropriate part of the AS 2809 series on road tank 
vehicles, which comprises six parts.
AND The major changes in this edition are as follows:
(a) Duplicate clauses on maintenance and multiple tank types from other 
parts of the AS 2809 series have been amalgamated in this Standard.
(b) Terms and definitions have been added, improved, and amalgamated from 
other parts of the AS 2809 series, into this Standard.
(c) Design and electrical provisions have been revised and amalgamated from 
other parts of the AS 2809 series into this Standard.
(d) The static roll-over threshold (SRT) method for stability has been 
included.
(e) Appendix B has been aligned with current practice.
AND This Standard is intended to serve as a reference Standard for industry and 
for the various statutory authorities administering regulations for the safe 
design and maintenance of dangerous goods road tank vehicles.
AND The wording of the title and scope have been chosen to align with the 
Australian Dangerous Goods (ADG Code).
AND Authorities and regulations may affect the use of this Standard.
AND Conformance with this Standard does not fulfil all legal obligations.
AND Designers, manufacturers and importers have a legal obligation to ensure, 
so far as is reasonably practicable, that plant and equipment is without
risks to health and safety to workers throughout its life.

RULE Clause 1.1 Coverage PROVIDES
This Standard specifies general requirements for the design, 
construction, testing, maintenance and inspection of road tank vehicles, 
irrespective of the cargo, that are intended for the road transport of 
dangerous goods.

RULE Clause 1.1 Road tank vehicles PROVIDES
the vehicle is a road tank vehicle ONLY IF
    the vehicle is designed and constructed specifically as a road tank
    vehicle AND
    the vehicle is a "road tank vehicle" under the clause 1.4.46 definition OR
    the vehicle is deemed to be a road transport vehicle under clause 1.1

RULE Clause 1.1 Vehicles carrying portable and demountable tanks PROVIDES
the vehicle is deemed to be a road transport vehicle under clause 1.1
ONLY IF
    the vehicle is intended for the road transport of dangerous goods AND
    the vehicle carries portable tanks AND/OR
    the vehicle carries demountable tanks AND
    the tanks are filled or discharged while on the vehicle AND
    Clause 1.1 Note 1 does not apply

RULE Clause 1.1 Note 1 PROVIDES
Clause 1.1 Note 1 applies ONLY IF
    the vehicle carries portable tanks AND
    there is only a single filling or discharge of the portable tank in
    intermodal service

RULE Clause 1.1 Note 2 PROVIDES
IF the vehicle is within the scope of this Standard THEN
    the general vehicle and safety requirements are regulated by the 
    Australian Design Rules (ADR) for motor vehicles issued by the 
    Australian Commonwealth Government AND
    the Australian Design Rules are outside the scope of this Standard

//  1.4 Terms and definitions

For the purposes of this Standard, the definitions in the Australian Code for 
the Transport of Dangerous Goods by Road and Rail (ADG Code) apply. AND
other terms are as defined in this clause

RULE Clause 1.4.1 "approved, approval" PROVIDES
"approved" or "approval" means approved by, or approval by, an authority

RULE Clause 1.4.2 "Australian Design Rules" PROVIDES
"Australian Design Rules" or "ADRs" means national standards for vehicle 
safety, anti-theft and emissions

RULE Clause 1.4.3 "authority" PROVIDES
"authority" means an authority having statutory (legal) control over a 
particular aspect of a road tank vehicle

RULE Clause 1.4.4 "auxiliary engine" PROVIDES
"auxiliary engine" means an engine that is additional to the main propulsion 
engine of the road tank vehicle

RULE Clause 1.4.5 "baffle" PROVIDES
"baffle" means a transverse device which is not liquid-tight, which limits 
the surge of contents and which can provide circumferential reinforcement

RULE Clause 1.4.6 "bitumen-based products" PROVIDES
"bitumen-based products" means residual bitumen, polymer modified bitumen, 
cutback bitumen, tar, and bitumen emulsion

RULE Clause 1.4.7 "bulkhead" PROVIDES
"bulkhead" means a transverse closure forming a liquid-tight division between 
adjacent compartments of a tank and which can provide circumferential 
reinforcement

RULE Clause 1.4.8 "bumper system" PROVIDES
"bumper system" means all structural elements used to protect the tank in 
the event of a rear collision AND
a "bumper system" can include the rear underrun protection device, subframe, 
drum tray etc.

RULE Clause 1.4.9 "capacity" PROVIDES
"capacity" is as defined in the ADG Code

RULE Clause 1.4.10 "cargo" PROVIDES
"cargo" means a load to be transported in the tank

RULE Clause 1.4.11 "cargo-carrying component" PROVIDES
"cargo-carrying component" means any component that holds or transfers
cargo AND
Examples of a cargo-carrying component are: cargo tank, cargo pipe-work, 
cargo pump, cargo-meter, cargo air eliminator, cargo hose-reel and hose, 
cargo jumper/bridger hose. AND
A cargo hose is considered a cargo-carrying component only when connected 
to a cargo-carrying component.

RULE Clause 1.4.12 "cargo transfer" PROVIDES
"cargo transfer" means movement of cargo into or from the road tank vehicle

RULE Clause 1.4.13 "centroid of the tank" PROVIDES
"centroid of the tank" means the position defined by the geometrical centre 
of the tank capacity, independent of all masses including tank mass, 
payload mass etc

RULE Clause 1.4.14 "cleaning ring" PROVIDES
"cleaning ring" means a ring used in the attachment of a bulkhead to a tank 
shell, and having the annular space vented and drained

RULE Clause 1.4.15 "compartment" PROVIDES
"compartment" means a liquid-tight division of a tank

RULE Clause 1.4.16 "competent person" PROVIDES
"competent person" means a person who has acquired through training, 
qualification or experience, or a combination of these, the knowledge and 
skills enabling that person to perform the task required

RULE Clause 1.4.17 "compressed gas" PROVIDES
"compressed gas" means any permanent gas enclosed under such conditions that 
its gauge pressure exceeds 170 kPa when its temperature is 15 °C, or any 
liquefied gas, as hereunder defined, within a closed container

RULE Clause 1.4.18 "compressed liquefied gas" PROVIDES
"compressed liquefied gas" means a gas which on the application of pressure 
liquefies at normal ambient temperatures, and which is Class 2 dangerous goods 
as defined in the ADG Code

RULE Clause 1.4.19 "corrosive material" PROVIDES
"corrosive material" means Class 8 dangerous goods as defined in the ADG Code

RULE Clause 1.4.20 "cryogenic liquid (refrigerated)" PROVIDES
"cryogenic liquid (refrigerated)" means liquefied gas having a boiling point 
below −90 °C at atmospheric pressure (101.325 kPa absolute)

RULE Clause 1.4.21 "dangerous goods" PROVIDES
"dangerous goods" means any material which conforms with the definition of 
dangerous goods as published in the ADG Code

RULE Clause 1.4.22 "deflector" PROVIDES
"deflector" means a panel designed to stop or redirect cargo released due 
to a failed cargo-carrying component, a panel designed to prevent cargo from 
making contact with components

RULE Clause 1.4.23 "demountable tank" PROVIDES
"demountable tank" has the same meaning as defined in the ADG code

RULE Clause 1.4.24 "design pressure" PROVIDES
"design pressure" means the maximum allowable working pressure in a tank, 
pipe or component

RULE Clause 1.4.25 "excess-flow valve" PROVIDES
"excess-flow valve" means a valve normally in the open position, which closes 
automatically when the flow in the direction for which the valve was designed 
exceeds a predetermined limit specified by the manufacturer, and which 
re-opens when the conditions which resulted in closure are no longer present

RULE Clause 1.4.26 "flammable liquid" PROVIDES
"flammable liquid" means a Class 3 liquid dangerous goods as defined in the 
ADG Code

RULE Clause 1.4.27 "𝑔" PROVIDES
"acceleration due to gravity" means 9.81 m/s2

RULE Clause 1.4.28 "hazardous area" PROVIDES
"hazardous area" means an area in which an explosive gas atmosphere is, or 
may be expected to be, present in quantities such as to require special 
precautions for the construction, installation and use of equipment

RULE Clause 1.4.29 "head" PROVIDES
"head" means a transverse liquid-tight closure at the end of a tank

RULE Clause 1.4.30 "hot component" PROVIDES
"hot component" means any part of a vehicle propulsion engine, auxiliary 
engine, or exhaust system that can attain or exceed a temperature of 180 °C AND
If the auto ignition temperature of the cargo is less than 200 °C then any 
component that can attain or exceed a temperature of 20 °C below the auto 
ignition temperature of the cargo, is considered a hot component.

RULE Clause 1.4.31 "hot work" PROVIDES
"hot work" means any condition that is likely to produce a source of 
ignition or be an ignition source AND
Examples of hot work include the following:
(a) Welding or flame cutting equipment.
(b) Grinding, drilling or other activities that could create heat or spark.
(c) Electrical equipment not suitable for hazardous areas.
(d) Spark ignition engines or compression ignition engines not suitable for 
    hazardous areas.
(e) Hand tools that could create a spark.

RULE Clause 1.4.32 "ignition source" PROVIDES
"ignition source" means a source of energy sufficient to ignite an explosive 
atmosphere AND
Such sources include the following:
(a) Flames.
(b) Incandescent material.
(c) Electrical sparks.
(d) Hot surfaces.
(e) Mechanical impact sparks.
(f) Matches, naked lights, cigarettes.

RULE Clause 1.4.33 "internal safety control valve" PROVIDES
"internal safety control valve" or "ISC" means the combination of an 
excess-flow valve and a quick-closing internal valve, used on compressed 
liquefied gas road tank vehicles

RULE Clause 1.4.34 "internal shut-off valve" PROVIDES
"internal shut-off valve" means a valve designed to be closed both 
automatically by the operation of one or more sensing devices (which may 
be fusible links), and manually from a remote position by the release of 
the means of holding the valve open

RULE Clause 1.4.35 "mass-filling ratio" PROVIDES
"mass-filling ratio" means the ratio of the maximum mass of a liquefied gas 
permitted in a container to the mass of water which that container would 
hold at 15 °C

RULE Clause 1.4.36 "National Heavy Vehicle Regulator" PROVIDES
"National Heavy Vehicle Regulator" or "NHVR" means an independent body 
established under the heavy vehicle national law to administer that law (HVNL)

RULE Clause 1.4.37 "normal operation" PROVIDES
"normal operation" means a situation when the equipment is operating within 
its designed parameters AND
Failures such as the breakdown of pump seals, flange gaskets or spillages 
caused by accidents which involve repair or shut-down are not considered to 
be part of normal operation. AND
Normal operation includes start up and shut down conditions and routine 
maintenance but excludes initial start up as part of commissioning.

RULE Clause 1.4.38 "performance based standards" PROVIDES
"performance based standards" or "PBS" means a scheme administered by the 
NHVR for heavy vehicles to achieve higher productivity and safety through 
innovative and optimized vehicle design

RULE Clause 1.4.39 "permanently energized circuits" PROVIDES
"permanently energized circuits" means all electrical circuits that remain 
powered after the battery isolation switch is open

RULE Clause 1.4.40 "portable tank" PROVIDES
"portable tank" has the same meaning as defined in the ADG code

RULE Clause 1.4.41 "prime mover" PROVIDES
"prime mover" has the same meaning as defined in the ADG code

RULE Clause 1.4.42 "propulsion engine" PROVIDES
"propulsion engine" means the main drive engine or power plant of the 
road tank vehicle

RULE Clause 1.4.43 "quick-closing internal valve" PROVIDES
"quick-closing internal valve" has the same meaning as 
"internal shut-off valve" in 1.4.34

RULE Clause 1.4.44 "rigid vehicle" PROVIDES
"rigid vehicle" has the same meaning as defined in the ADG code

RULE Clause 1.4.45 "rear underrun protection device" PROVIDES
"rear underrun protection device" or "RUPD" means a device providing 
protection against under-running of vehicles in the event of a rear collision

RULE Clause 1.4.46 "road tank vehicle" PROVIDES
the vehicle is a "road tank vehicle" under the clause 1.4.46 definition ONLY IF
    the vehicle is a road vehicle AND
    the vehicle has a container that is used for transporting cargo AND
    the container is a "tank" under the clause 1.4.53 definition AND
    the tank forms part of the vehicle AND/OR
    the tank is attached to the vehicle AND
    the tank is filled or discharged while on the vehicle

RULE Clause 1.4.47 "safe fill level" PROVIDES
"safe fill level" means capacity less the ullage

RULE Clause 1.4.48 "shell" PROVIDES
"shell" means the part of the tank which retains the cargo excluding the heads

RULE Clause 1.4.49 "shield" PROVIDES
"shield" means a guard to protect a component

RULE Clause 1.4.50 "spillage control" PROVIDES
"spillage control" means a shield or deflector designed to prevent cargo 
from making direct contact with components

RULE Clause 1.4.51 "standard filling level" PROVIDES
"standard filling level" means highest liquid surface level permitted in a 
tank for a specific liquefied gas assuming a liquid temperature of 5 °C AND
It represents a safe but conservative filling level provided that the liquid 
temperature at the time of filling is not less than 5 °C. AND
It provides the location point for the fixed liquid level gauge, and a 
calibration check point for any variable liquid level gauge that may be 
provided.

RULE Clause 1.4.52 "static roll-over threshold" PROVIDES
"static roll-over threshold" or "SRT" means the steady state level of 
lateral acceleration that a vehicle can sustain during turning without 
rolling over

RULE Clause 1.4.53 "tank" PROVIDES
the container is a "tank" under the clause 1.4.53 definition ONLY IF
    the vehicle has a container that is used for transporting cargo AND
    the container is mounted permanently or temporarily on the vehicle AND
    the container is not a gas cylinder within the scope of AS 2030.1 AND
    the container is not Class 2 having a capacity of 450 L or less AND
    the container is not the fuel tank for the vehicle
ASSERT The term “tank” embraces the container and all parts which affect its 
structural integrity. AND
Due to manufacturing tolerances, it is recognized that a high degree of 
precision cannot be expected in relation to compartment volume. AND
Accordingly, a compartment that exceeded the nominal limit of 8 600 L by 
anything up to 3 % may be considered acceptable. AND
This should not be taken to imply acceptance of oversizing of all the AND
compartments of the one tank.

RULE Clause 1.4.53.1 "large-compartment tank" PROVIDES
"large-compartment tank" means a tank having one or more compartments that 
exceeds 8 600 L capacity AND
A large-compartment tank is specific to AS 2809.2 and AS 2809.4.

RULE Clause 1.4.53.2 "small-compartment tank" PROVIDES
"small-compartment tank" means a tank having one or more compartments, none 
of which exceeds 8600 L capacity AND
A small-compartment tank is specific to AS 2809.2 and AS 2809.4.

RULE Clause 1.4.54 "test medium" PROVIDES
"test medium" means a liquid or gas used in the course of pressure testing 
or hydrostatic-pressure testing tanks and tank components AND
Examples of a "test medium" are water and nitrogen.

RULE Clause 1.4.55 "toxic material" PROVIDES
"toxic material" means division 6.1 dangerous goods as defined in the ADG Code

RULE Clause 1.4.56 "ullage" PROVIDES
"ullage" means vapour space which is left above the liquid surface after 
filling, to permit a degree of thermal expansion of the liquid without 
loss of cargo, expressed as a percentage of the capacity of the tank or 
compartment AND
The percentage of ullage required per compartment is defined in the 
ADG Code Chapter 10.3.

RULE Clause 1.4.57 "spills and leaks" PROVIDES
"spills and leaks" means unexpected loss of containment that results from a 
component and or operational failure AND
Spillages involving urgent repair or shut-down are not considered to be 
part of normal operation. AND
Minor releases of cargo may be part of normal operation and normal wear 
are not considered a spill or leak. AND For example, releases from seals 
which rely on wetting by the fluid which is being pumped are considered 
minor releases. AND
Normal operations includes start-up and shut-down conditions. AND
Refer to SA HB 148 for guidance on LP Gas leak identification and assessment 
of in service road tankers.

RULE Clause 1.4.58 "valance" PROVIDES
"valance" means a transverse panel used to connect the ends of both 
roll-over coamings together at the front and rear

//  2.1 Basic design

All material and components used for the manufacture of the road tank 
vehicle and attachments shall be suitable for the cargo intended to be
